Tatsuya Kurosaka graduated from the Faculty of Policy Management, Keio University in 1997 and earned his master’s degree from the Graduate School of Media and Governance at the same university in 1999. After working at Mitsubishi Research Institute, he founded Kuwadate Inc. in 2008. In addition to providing consulting services in business strategy and development, particularly in the telecommunications and broadcasting sectors, Mr. Kurosaka served as a government committee member for organizations such as the Ministry of Internal Affairs and Communications, the Ministry of Economy, Trade and Industry, and the OECD, supporting the formulation of public policy. Since 2016, he has concurrently served as a Project Associate Professor at Keio University’s Graduate School of Media and Governance. In 2024, he was also appointed as a visiting researcher at Georgetown University and Virginia Tech in the United States.
