Makoto Koizumi began his career at Recruit Co., Ltd., where he regularly worked on business planning and development in emerging fields such as e-commerce, ad technology, business support services, and cashless payment systems. He served as head of business planning for Recruit’s POS solution AirREGI before joining the Ministry of Economy, Trade and Industry (METI). At METI’s Commerce and Information Policy Bureau (Information Economy Division), he led cross-sectoral digital policy initiatives, including AI strategy, digital market infrastructure such as payments and digital contracts, mobility and smart cities, and digital identity, etc. After leaving government service, Mr. Koizumi became involved in initiatives that bridge academia, government, and industry, contributing to the founding of the Policy Research Institute. He specializes in fostering talent to drive real-world impact. In recent years, he has served in roles that include chair and lead examiner in the development of national skill standards in three key fields - digital, green, and quantum - while also expanding his activities into labor market reform and urban development.
