Originally from Okinawa Prefecture, Emi Maeda graduated from the Faculty of Law, The University of Tokyo and Hitotsubashi University School of Law.
After working at Torikai Law Office, she joined the Consumer Affairs Agency as a Policy Planning Officer in the then-Personal Information Protection Promotion Office, Consumer Policy Department. In 2014, she was concurrently appointed as Deputy Director to the Counselor at the IT Strategic Headquarters (Cabinet Secretariat), where she contributed to the 2015 amendment of Japan’s Act on the Protection of Personal Information (APPI). As an international liaison, she participated in global privacy discussions at the OECD, APEC, and ICDPPC (now GPA), engaging directly with the foreign data protection authorities from various countries and shaping the discourse on privacy policy.
After the completion of her term at the Consumer Affairs Agency, she joined Clifford Chance Law Office, and in 2016 began working for Google Japan’s Public Policy Department, where she worked broadly on data policy issues, with a primary focus on privacy. In 2021, she transferred to the Google Government Affairs and Public Policy team in the U.S., where she led global policy initiatives on advertising and privacy, and in 2024, she became Regional Lead for the G20 Smart City Alliance at the World Economic Forum, and in 2025, assumed her current role as Director of Government Affairs at Microsoft Japan.
